* gc.c: remove set_debug_cell_accesses! when

Browse source 
SCM_DEBUG_CELL_ACCESSES is not defined. Scheme source code should
use (if (defined? 'set-debug-cell-accesses!) .. ) to switch on
debugging conditionally.
