More descriptive error for dynamic-pointer

Browse source 
* libguile/dynl.c (sysdep_dynl_value): Failure to find a symbol is not
  an error, so raise our own, more appropriate error.

* test-suite/tests/foreign.test ("dynamic-pointer"): Add a test.
