remove unused "envs" code from guile-vm

* src/Makefile.am:
* src/envs.c:
* src/envs.h: Remove the envs code, which was historically used to
  implement modules. But since we use Guile's modules, these aren't
  necessary.

* src/vm.c:
* src/vm_loader.c:
* module/system/vm/assemble.scm: Remove code bits that trafficked in yon
  deprecation.
