Get rid of Automake's "maintainer mode".

* NEWS: Update.
* configure.in: Remove `AM_MAINTAINER_MODE' invocation.
* doc/Makefile.am, ice-9/Makefile.am: Ignore `MAINTAINER_MODE'
  conditional.
