scm_mem[qv] optimization

* libguile/list.c (scm_memq, scm_memv): Inline the tortoise/hare check
  that scm_ilength does, via SCM_VALIDATE_LIST, into the memq/memv
  bodies.  Avoids traversing these lists twice.
