Add 'scm_to_uintptr_t' and 'scm_from_uintptr_t'.

* libguile/numbers.h (scm_to_uintptr_t, scm_from_uintptr_t): New
macros.
* doc/ref/api-data.texi (Integers): Document them.
* NEWS: Mention it.
