add %site-ccache-dir
* libguile/load.h: * libguile/load.c (scm_sys_site_ccache_dir): New procedure. * doc/ref/scheme-using.texi (Installing Site Packages): * doc/ref/api-options.texi (Build Config): Add docs. Fixes bug 10326.
