* debug.h, debug.c: Various name changes.

(Mostly prefixing with SCM_.)  Renamed "debug-options" -->
"debug-options-interface".  See commentary in options.c.

* options.h, options.c: Options now have documentation strings.
Also added a long explanatory commentary.
