Add out-of-line handle-interrupts trampoline stub

* libguile/jit.c (emit_handle_interrupts_trampoline)
  (initialize_handle_interrupts_trampoline)
  (compile_handle_interrupts): Handle most of the slow case of
  handle-interrupts out-of-line, to avoid code bloat.
