Add prune-top-level-scopes pass

* module/language/cps/prune-top-level-scopes.scm: New pass, to prune
  unneeded "cache-current-module!" forms.

* module/language/cps/compile-bytecode.scm:
* module/Makefile.am: Add the new pass to the build and enable by
  default.
