i18n: Avoid needless heap allocation.

Browse source 
* libguile/i18n.c (SCM_STRING_TO_U32_BUF): Allocate buffers on the stack
  rather on the heap.
  (SCM_U32_BUF_FREE): Remove.  Callers updated.
