deprecate turn-on-debugging, it is obsolete

Browse source 
* libguile/script.c (scm_compile_shell_switches): Don't generate calls
  to turn-on-debugging.

* module/ice-9/boot-9.scm (turn-on-debugging): Remove.

* module/ice-9/deprecated.scm (turn-on-debugging): Add deprecated shim.
