fix write beyond array end in arrays.c

* libguile/arrays.c (scm_i_read_array): Fix write past end of array
  while reading array type tag.  Fix non-ascii type tag elements.
  Thanks to http://article.gmane.org/gmane.lisp.guile.devel/12685.
