Previously, when compiling files in parallel like Guix does, threads
would be concurrently inserting, rehashing, and reading the submodule
hash table of module (). Thus, some threads would sometimes see an
inconsistent state, leading to errors such as:

There are two goals: one, to use less memory per dynamic state in order

being actively mutated in two threads at once. This second goal does
mean that dynamic states object that escape into scheme are now copies
that won't receive further updates; an incompatible change, but one
which we hope doesn't affect anyone.
