(procedure->syntax, procedure->macro, procedure->memoizing-macro,
macro?, macro-type, macro-name, macro-transformer): Moved from
eval.c
(scm_make_synt): Moved from eval.c
* Makefile.am: Added evalext.c, evalext.h, macros.c, macros.h.
