* gnu/local.mk (dist_patch_DATA): Add it.
* gnu/packages/gl.scm (mesa): Update to 17.0.4.
[source]: Adapt URI to new directory structure.
[arguments]: End phases on #t. Remove stray whitespaces.
[home-page]: Use HTTPS.
