gnu: Remove go-gopkg-in-ini.

This package fails to build and not in use by any other in Guix, the
successor is go-github-com-go-ini-ini.

* gnu/packages/golang.scm (go-gopkg-in-ini): Delete variable.
(go-github-com-go-ini-ini): Overwrite package definition.
