gnu: librewolf: Create lib/icecat so that ICECAT_SYSTEM_DIR is set.

This avoids issues with Native Messaging and non-guix add-ons:

* gnu/packages/librewolf.scm (librewolf)[arguments]: Add an
'mkdir-lib-icecat' phase.
