[arguments] <skip-build?>: Set to #t, as no go files in project's root.
<phases>: Use default 'check.
[native-inputs]: Add go-golang-org-x-mod-bootstrap,
go-golang-org-x-sync-bootstrap, and go-golang-org-x-tools-bootstrap.
