* gnu/packages/messaging.scm (ngircd): New variable.
* gnu/packages/patches/ngircd-no-dns-in-tests.patch: New file.
* gnu/packages/patches/ngircd-handle-zombies.patch: New file.
* gnu-system.am (dist_patch_DATA): Add them.
